When digitalisation in the public sector requires secure software development

When digitalisation in the public sector requires secure software development

Public-sector digitalisation is not only about developing new digital solutions. It is about creating software that is user-friendly, secure in operation and able to work with the systems, workflows and requirements that already exist within the organisation.

For municipalities, public-sector organisations and other organisations with high security requirements, choosing a software partner is therefore also a matter of trust. You need to be able to work with a supplier that understands the requirements, can document its processes and is sufficiently involved in the project to understand the people and workflows the solution is intended to support.

At itpilot, we develop software solutions for both private and public-sector organisations with high requirements for security, operational stability and usability. We can assist with everything from custom-developed platforms, apps and integrations to MitID login, SSO, hosting, support and ongoing development.

Public-sector digitalisation requires more than new systems

Denmark’s joint public-sector digitalisation strategy for 2026–2029 points towards a public sector in which digital solutions must be more user-friendly, more interconnected and based on the responsible use of data and new technology.

For municipalities and public-sector organisations, this means that new software solutions should not be assessed on functionality alone. They must work for different user groups, integrate with existing systems, be operated securely and meet both internal and external documentation requirements.

The strategy makes four areas particularly relevant when developing new digital solutions:

  1. user-friendly software solutions
  2. responsible use of technology
  3. integrations and interconnected systems
  4. secure operation, hosting and documentation

These are precisely the areas where itpilot can contribute with experience in software development, integrations, secure access management, hosting, operations and ongoing development.

A software partner with public-sector experience

itpilot has experience with digital solutions for municipalities, public-sector organisations and non-profit organisations where security, operations and documentation play an important role. Our projects range from citizen-facing platforms and apps to internal tools, login solutions, integrations, hosting and custom-developed software.

We have, among other things, helped Aarhus Kommune modernise GENLYD Aarhus, a digital community platform for residents. For Odense Kommune, we have worked on the Vsafe platform, where the app, website, hosting, login and integrations form part of one integrated digital solution. For Skovagerskolen in Vejle Municipality we developed FLEXpilot, which supports administration, planning and oversight in an environment where standard software did not meet the organisation’s needs.

We also work with organisations such as Lær for Livet and Børns Vilkår, where digital solutions and hosting are subject to high requirements for security, data protection, operations and documentation. What these projects have in common is that the solutions not only need to be developed, but must also be capable of being hosted, operated, supported and further developed on a secure and responsible basis.

Security and documentation as part of the partnership

In the public sector, security and documentation are not something that can simply be added at the end. They need to be an integral part of development, hosting and operations.

At itpilot, we hold both ISAE 3000 and ISAE 3402 assurance reports. For many public-sector organisations and customers with high IT security requirements, this type of assurance plays a central role because it provides a documented basis for supplier assessments, risk management and trust.

This does not mean that every project needs to become unnecessarily complex. On the contrary, it is about establishing a professional and secure framework for the partnership, allowing the solution to be developed efficiently without compromising the requirements associated with public-sector digital solutions.

The same applies to login and access management. We have experience with MitID login, AD login and Single Sign-On (SSO), enabling solutions to connect with existing user management systems and provide secure access for employees, citizens or partners.

Digital sovereignty and European hosting

Digital sovereignty is becoming increasingly important in public-sector digitalisation. For many organisations, it is about retaining control over data, technology choices and dependencies on individual suppliers.

At itpilot, we have offered European hosting for many years, and we are seeing growing demand from organisations that want to keep their data within the EU and gain greater control over operations, security and supplier dependencies.

Digital sovereignty does not necessarily mean that everything needs to be built from scratch. However, it does mean that you should have a clear understanding of where your data is stored, how the solution is operated and how dependent you are on individual platforms or suppliers.

In such cases, a custom-developed solution or a more controlled hosting model can be an important choice. Not as an alternative to all standard software, but as a way of achieving greater flexibility, transparency and control where the requirements justify it.

AI must be used responsibly and securely

AI is becoming a natural part of public-sector digitalisation, but the technology needs to be used with care. At itpilot, we use AI in our own work – including in software development – but always in a way that takes IT security into account.

We use our own AI solution, where data is stored securely and where we retain full control over the data being processed. Data is processed within a controlled environment and is not shared with external AI services.

This is important because AI is not only about efficiency. When AI is used in public-sector organisations or in solutions that process sensitive data, risk assessments, documentation and responsible use need to be properly addressed. These are also key considerations under the EU AI Act, where the applicable requirements depend on how the technology is used and the level of risk associated with the solution.

For us, AI is not an objective in itself, but a tool that can create value when used appropriately and built on a secure digital foundation.

Close collaboration throughout the entire process

Many public-sector digital solutions require more than technical development. They require dialogue, prioritisation, clarification and ongoing adaptation.

With itpilot, you get a partner that takes the time to understand your organisation, workflows and objectives. We work with dedicated points of contact, short decision-making paths and straightforward technical advice.

At the same time, we have the expertise to take responsibility for the entire lifecycle of the solution – from consultancy and development to hosting, operations, support and ongoing development.

Software solutions that can evolve with you

Public-sector digitalisation is not a task that is ever truly finished. New strategies, technologies, security requirements and user expectations mean that digital solutions need to be able to evolve continuously.

That is why we develop software with future development in mind. A solution should not only work at launch. It should also be capable of being operated securely, scaled, integrated with new systems and adapted as the organisation’s needs change.

At itpilot, we help municipalities, public-sector organisations and other organisations with high requirements for security, operations and documentation develop software solutions that are built for real-world use – combining usability, security, documentation, reliable operations and close collaboration.
